Perhaps. But such a procedure would have to be negotiated with the union. The league is prohibited from testing players under any other circumstances except those noted in the CBA.
You have to keep in mind that the tests Browner and Thurmond failed were done by the league under the provisions granted to them by the CBA. Aldon Smith's incident, and Beast's incident, and Dwayne Bowe's incident, was not. In those cases, the league has decided to let those cases work their way through the courts before they take action.
