That's not completely true. Here's a quote from Payton:

I don’t know Hackett. A lot of people had dirt on their hands. It wasn’t just Russell.

If you take the word "just" out of that sentence, then he's blaming Hackett. But the quote suggests that Payton believes that Russell is culpable as well along with a lot of other individuals besides Hackett:

“There’s 20 dirty hands, for what was allowed, tolerated in the fricking training rooms, the meeting rooms,” Payton told USA Today Thursday.

You have to take what any coach says about his team in public with a grain of salt. Maybe Payton does feel that Russell was almost entirely to blame for last season's belly flop but wants to send a strong message to the rest of the team that he ain't putting up with any BS, that there's a new sheriff in town. Pete does something similar, although his psychology is a little different in that he'll heap all sorts of accolades onto his players in order to inspire them.

One could say it was all Pete's fault, if Pete assigned a big enough office for Russell where he could design his own plays and held his only players' meetings. None of the things Luke said could have happened.

Even in defending Russ, characterizing him as the 'child' in the equation is a bit damning for the guy who was paid a 1/4 billion dollars to lead a team.

But it seems Payton's 'tactic' is paying off. It seems as though he's gained support from players who appreciate him taking their side.

Toffee, a self proclaimed Wilsoncologist, disagrees with Payton's approach in handling Wilson. Looking back 10 years, Wilson was only coachable when he was humble, like his first two years in the league; or when he was humbled, like the last few games after Hackett was fired and he was the laughing stock. When Pete kowtow to Wilson, things didn't get better.

Sean needs to keep Wilson humbled and keep squeezing his fragile psyche, kowtowing to him won't work, just ask Pete.

Normally, I would agree with you.

But in this situation, Payton violated the 11th Commandment: Thou shalt not criticize a fellow coach in public. Under the right circumstances, what he said could have caused a fellow coach to lose his job, and he likely got some blow back from other coaches around the league. Payton said that he was wearing his Fox Sports hat, meaning that it's OK to say what he did if he was a paid commentator as he has been recently, but not as a head coach. He had to back track.
