We don't know where Geno and Lock will be come draft time nor whether the front office would be happy to have Lock as the main man next season.
A top 3 pick gets you an elite prospect but that doesn't always turn into an elite QB. 2018 had Mayfiled taken at 1 and Darnold at 3, 2017 saw Trubisky taken at 2, 2016 had Goff and Wentz in the top 2 spots, 2015 had Winston and Mariota, 2014 Bortles. None of those would really be classed as Franchise backs.
Hopefully we will get Geno on a long term deal, back-up can then either be Lock, a later round pick or some career back-up, which leave the No 3 pick for something else. We need to sign at least 20 players for next season and having signed Geno we will be tight on cap space so the more rookies we can get the better. If we trade down a couple of times and turn that Number 3 to something like 10 and a couple of 2nd rounders I think our defence can be improved more than getting Carter or Anderson. Of course that requires finding teams that want to trade up.
If Geno is on a franchise tag, we really need to look for our QB of 2024. It might be that Lock is that guy, it should be possible to keep him on a low salary with a big starting bonus, if not then we don't need to spend a top 3 pick on an expected finished article so we can get a QB either with our 1st Round pick or a 2nd / 3rd rounder.
If Geno goes elsewhere, getting a QB early is definately an option but I would still be cool with Lock and a later pick competing for the starting spot.
