It's within 5 yards of the LOS and the contact has ended by the time the ball has travelled 3 yards away from the QB, (it's still behind the LOS). It's tough for the official to see it all in 1 go - a bit like a snap with 0 on the play clock.

It was a big hit/block by Charbonnet, but leaning in with a shoulder will tend to result in missed blocks and the QB getting hurt.

Edit: Charbonnet has been fined twice by the NFL this season for blocking helmet first, ($22.5K & $45K). He is potentially 1 hit away from a suspension.
