My understanding is that if no one went to the ball, the play was in fact "over" (dead). In this case, it was ruled (with replay hindsight) not over because Charb "continued the action".It would’ve been interesting if no player picked up the ball in the end zone and the ref was the first one to pick it up thinking the play was over
