Schneider didn't build the team, Pete and Schneider built the team. It's pretty clear to me that you don't understand how the Seahawks operate.
Second, the 49ers have already had a mini revolt against Harbaugh. It took Frank Gore getting into his face for the 49ers to correct their doldrums. This has not happened with Pete in the Seahawks.
As far as getting new talent into the organization I can honestly say that the 49ers have not done much since Harbaugh arrived. The one exception may be your rookie safety, but other than that, not so much. Compare this to Seattle. Sherman, Thomas, Chancellor, Wagoner, Wilson, Okung and Browner all brought in during the Carroll era.
Finally, people are starting to recognize that the approach in Seattle is unique and special.
