Except the Clancy novel is fiction. Pretty easy to dismiss the thought that the system is corrupt in any way, however there is an element of the unusual. You can argue the reasons all you want.

RM arrested for the charge of felony DV, not a misdemeanor crime and released not on his own PR, but by bail.
There are only two options, either the bruises were made by the victim herself or by someone else. No one else has been arrested, including the victim for filing a false report, because there was a report filed and arrest was made.
If it were just a mistake, the police can easily default to making an arrest to diffuse the situation and release RM without bail. This can be done without going before a judge. RM made a statement that the truth will come out, not that he was setup or that someone else made the bruises that led to his arrest.
So in today's world, specifically the local court system does it really take this long to gather the information to formally charge RM or not? Didn't think so.
Arrest reports are made public everyday, from theft, to mischief, to murder. Heck... George Zimmerman had a manipulated recording of the 911 call made public and that involved a minor, but in central CA a DV case involving adults is forbidden from the public.
You see, to me the interesting part is that the Niners aren't acting on whether or not RM actually abused his girl, they are waiting to see if RM is prosecuted or convicted of it. Two totally different things.
