So if the QB is in the pocket, but doesn't have his feet on ground, you can hit the QB low. Does that make sense? Am I missing something?

Probably because if you were trying to hit the thighs and the QB left his feet it turns into you knees.

His feet were barely off the ground and the hit would've been low if they weren't. Just another example of GB getting away with penalties all game
