There are reportedly multiple teams interested in signing him. Teams are waiting for the investigation to conclude because if they sign him then the NFL suspends him, the team is on the hook for his cap hit the rest of the season.

The thing is that he's not going to get a huge amount of guaranteed money, so if he starts to become a distraction, he can be cut right away with little impact towards the cap. It won't be risky like adding Percy Harvin was.

Pete Carroll has publicly stated the Seahawks were trying to sign AB after the Raiders released him. Hopefully after the NFL finishes the investigation they'll try again.
