Bro, if he's hitting incentives that pay him 30 to 40 mil, then he's more than a game manager and worth it.
You're fooling yourself if you think a 'game manager' can make some of the throws he's made, or get the offense in position play in and play out to succeed.
But at the end of the day, the fact that there aren't 50 page threads sincerely interested in getting at the root of what's impacting our passing game ( nothing on routes, scheme, young wrs making mistakes, compromised pass pro, etc. Etc. Etc) and instead, as soon as there's a hint of failure, threads, page, after page, after page about how our qb isn't our long term answer, says all you need to know about the thread.
