I think what happens Is the refs get caught up in the mayhem of it all. Especially favoring the home team with 75,000 fans in their (aging) ears. I'd bet every thing I own games are not fixed. Though it wouldn't surprise me if the occasional player (see Winston) mucked with the score a bit. Totally agree there's too many people involved. But, it's silly to think the NFL doesn't steer some outcomes. Pick any year of the past few and see which teams play teams coming off of a bye, and who doesn't. Patriots, Bronco's, Cowboys...they'll hardly ever face a team fresh off the bye. They wont face teams with 10+ days to prepare. But the Bills get that about 6 times a year, as does TB, and other non glory teams. That's not a coincidence. And, it certainly aint random.
Hell, Roger admitted he favors east coast teams by saying it's too hard for them to go west more than once, but he has zero problem sending a west team east. I mean, that's blatant.
They never fix it with a certainty, no, but they for sure steer it. Someone did an outstanding Freakonomics breakdown of all of it.
