I just saw this and realized.... , Now I am not a rules expert, so someone smarter than I explain this to me... If the possession changed and it was a touchback shouldn't the downs reset and not be 2nd & 15?, wouldn't the downs rest regardless?... i mean wtf?

Seattle took a procedure penalty against Houston? As that outcome was better for us than 1st and 10 for them from the 20 after the touchback.
