Most talented overall from the position of QB - no.
That said, his potential remains considerable but he needs a stronger supporting cast including different coaching scheme should he have a real chance to meet that potential.
Granted, he already has a SB ring but he was a part of that team, not the franchise guy. Now he's being paid a franchise salary but has not yet ascended to that kind of elite level - though this season despite a continued crap O-Line he has made strides to get there.
The next few seasons will likely determine how he's remembered longer term. Hope it moves him into the upper echelon of HoF QB's.

There is sort of the "game manager" Wilson era (more run-oriented offense, limited pass attempts, etc), when he was along for the ride for the Super Bowl alongisde Lynch/the defense, and now there's sort of the "this is his team" era, where he's more of the focal point of the team.
The "Game Manager" era was characterized by historic efficiency and an unbelievable win percentage.

His supporting cast is not great anymore but let's not pretend like this isn't a talented team. The way some people exaggerate our supporting you'd think we were the Browns or the 49ers. The early teams Russell Wilson was were arguably the most talented ones in the league; talent-wise, the current team is if more of a fringe playoff team. Not great, but not terrible.
