If completely healthy he’s probably the second best WR on the team. Kupp is the better all around player but he doesn’t tip the field. Give him time.
We all saw that he was pretty effective in the half season he played before injury. We're all hoping he can get back at 100%. The mystery here is somewhat frustrating as his ‘recovery’ seems to linger on.
As many have said “the best ability is availability”.
At present Horton is missing/has missed a lot of time and that missed time will slow his development.
I’m rather sure it’s hyperbole to say he’s the #2 WR on the roster and would bet the team doesn’t think so. Kupp may not be fast, but he can be depended upon when it’s important. The team is better when he’s on the field.
