Here's why I think re-signing Shaheed for a reasonable amount is possible: First, teams with cap space who are rebuilding don't tend to prioritize special teams--they're still trying to build with the essentials like QB and O-line. Second, there are a lot of free agent wide receivers available who will be targeted ahead of Shaheed, like George Pickens or Romeo Doubs or Alec Pierce. Shaheed's not a number 1 WR, and there are fewer teams willing to spend upwards of $10 million on a number 2 (or a number 3) receiver. Third, this is a very deep class for wide receivers in the draft this year, with 9 or 10 WRs projected to go in the first two rounds. A team looking for a receiver might just look to the draft. Fourth, half the teams this year have salary cap problems, so there's a limited number of teams who can afford to spend on a player like Shaheed.
