I'm pretty sure the fine is structured in an agreement with the Players Association. The amount of the fine is dependent on what the transgression was, and if it was a first, second, third offense, etc.

And I think it's some sort of percentage of something or other, hence the weird looking number. Probably works out to be 5% of his lunch money or something.
