Maybe this is semantics, but for this year at least he certainly doesn't make 20 mil. He's still relatively cheap in the "right now". Obviously that goes up and they have committed big money so like I said maybe semantics, but this team, this cap is not a large chunk taken up by RW's money. I believe Percy's dead money cap is as big as RW's cap hit for this year. Comes off the books as RW's salary goes up.

Technically, this is the only year he receives $20M or more, since he got the $31M signing bonus. His cap hit goes over $20M in '18 and '19 ($21.7M & $23.2M) but his salary never goes higher than the $17M in '19. Cap hit this year is just over $7M with a salary of $700K.

None of that fits the "overpaid agenda though.
