Geno Smith fell victim to that in 2013. He was expected to go as high as number 4, but fell to the second round. He was the highest rated QB in the draft, but EJ Manuel was picked before him at number 16 by the Bills. Boy what a bunch of busts in that draft--Luke Joekel (#2), Dion Jordan (#3), Barkevious Mingo (#6), Tavon Austin (first WR at #8), and the list goes on and on. Very sobering to see.
