I think this will be the eighth year in a row seattle finishes their preseason against the raiders

Makes sense. We've usually had two or three preseason games against the AFC West since they realigned us. Plus, a team isn't going to want to travel far for their final preseason game, and Oakland and San Francisco are the teams closest to us.

Don't the teams set up their own pre-season schedules rather than the league? Might be a good reason why, if true.

I think it is due to the heated rivalry when we were in the AFC. Those games were like the 49ers games now.

I think it is due to location. It's either the 49ers or Raiders who are closest. And we're not playing the 49ers in preseason.

Yup, which made sense when we were in the AFC and the Raiders were in our division. When we switched Conferences, we switched closest non-conference opponents as well.
