Sounds like it was more about not reporting correctly or timely.

Probably won’t hurt them much.

Seems like a slap on the wrist. Not much of a deterrent for other teams thinking about pulling the same move.

Then again, 49ers forfeiting the last pick of last year's draft would have hurt them a lot. So you just never know.
