He played at BYU I wouldn’t expect much

He was on the practice squad but with Genos injury he was signed so he could be the emergency third qb while not taking an active roster slot Sunday. If he plays that means we don’t have any other quarterbacks

It would be dumb not to promote Hall and then find out Smith can't go right before kickoff. That would leave the team with only 1 QB suiting up. Adding a QB to the active roster was inevitable. That it happened so late in the week is probably a good sign. If Smith wasn't likely to play the Seahawks could also promote QB4 Plumlee.

They announced earlier that Burns was going to be their elevation from the PS this week.
