I don't want to get drawn into the same "pro/anti" adderall arguments I let myself get sucked into with the Richard Sherman case, but Adderal CAN be used as a PED in the way described above, depending on the dose taken. It's not the typical way that non-athletes use the drug (as someone else pointed out).
Any amphetamine (including street methamphetamine or prescription amphetamine) has a significant stimulating effect on the sympathetic nervous system (ie, the 'fight or flight' nervous system), leading to release of noradrenaline, elevation of blood pressure, increase of heartrate, alertness, etc. It doesn't, on its own, stimulate muscle growth, but as the poster above stated, it could help increase the duration and intensity of your workouts. There's all sorts of historical (and current) information about the use of psychostimulants such as adderall, ritalin, or modafinil in the military to help improve the performance of pilots, specifically. The main issues with amphetamines, especially in high doses, are their addictiveness, their risk for dangerous long-term cardiovascular effects, and their potential to worsen a variety of mental health disorders.
It does not directly stimulate muscle growth like HGH, testosterone, etc do, and in doses used for typical ADD management the effects listed above are fairly negligible (other than alertness/focus). That said, its long-term side effects are arguably less severe than steroids, albeit the drug is more addictive.
