No team will offer Baldwin enough money for the Seahawks not to match and give up their second round pick.

That's why JS put an outrageous tag on both Johnson and Baldwin, so teams DON'T offer them contracts..........and if a team does? I doubt we match, my guess is Pete and John would rather save the cap space and get a 2nd round pick for either player.
