In the past that may have mattered, but not really anymore, particularly if you're talking about something like the 31st pick.
You're basically talking about paying someone 1.75 per year over four years. If anything it's an argument for keeping the pick rather than trading it for someone on a second contract at 9 million dollars per year.
It's worth saying that I think it's a great trade for the Seahawks, but purely from a dollar and cents perspective trading that pick for a second contract guy is a particularly poor decision with the new CBA.
Just as a point of comparison, the Seahawks will be paying Jimmy Graham twice as much per year than the #1 pick in the draft this year will get.
