Isnt jumping the line on FGs a penalty now?

A Lions player jumped over the LS on that FG. Shouldn't that be a 15 yard penalty?

I could be wrong but I thought it was a penalty if you use leverage to make the jump. Maybe it was changed after we used it successfully?
