Typically I would have to say off-site is just easier to manage. Sometimes things come up to where we can't keep track of our own for that extended period of time. I know offsite isn't ideal but it's honest and less time consuming for everyone.

Look - I know that this is all just a misguided attempt to get me to give up my Gold Plated Rick Mirer Rookie Card.

Off-site would be way easier. Why try to reinvent the wheel? There are many different platforms that perform these functions at a high level with easy setup/control by an admin. I think asking people to basically do their homework and then grade it would cause the contest to fizzle out before it is complete. If you want to have people compete through the full season, making them do as little work as possible is the way to go.
