Pete was supposed to do something about it, but decided to punt.

because in this day and age, no such thing as punt returns for any amount of yardage. it is only about catching the ball and not screwing up

Given that Lockett concedes and goes to the ground before contact on every catch he makes, I'm not sure punt returns are the right place for him any more.

He can definitely catch it, and he can definitely get open. He has zero interest in getting hit.
