That is not true. 4 is the max.
And BTW, I wasn't saying we would get a 4th round pick ($6m+ contract), I was saying we would have gotten a 4th comp pick, as Hsu tweeted, which likely was going to be a 6th rounder.
Edit: You are correct about 4 being the max. However, I think JJ & OBS fell below the cutoff for anyway. NE and PITT got the last two picks for losing free agents around $3M which is significantly more than what JJ & OBS got (around $2M). I still don't think Rubin cost a pick.
