We're likely to find out very soon which players on the team start training camp on PUP. Remember that this is the pre-season PUP list. Any of the players on the list can start practicing as soon as the team deems them fit. They will not need to sit out the six games to start the season. They still have roughly 4 weeks of healing time if necessary.
Off the top of my head it won't come as a surprise to see Kam, Irvin, Okung and Malcom Smith start on PUP this weekend.
All were known to have off-season surgery or wearing a boot. There are bound to be some surprises as there is no such thing as a "healthy" football player. It's to the team's benefit to place them on pre-season PUP should there be even a chance of needing to be placed on the regular season PUP.
What is important is to see which players remain on the PUP when the final 53 is set and the regular season commences. Those players will need to sit out at least 6 games (With the benefit of opening a roster spot during that time).
Players cannot be put on the regular season PUP if they practice even once at the start of training camp. Should they gain a new injury they will be forced to be scratched every week and remain on the roster or be IR'd for the entire year to gain that roster spot back under the 53 man rule. One player may be IR'd with a designation to return like Okung was last year. You don't want to use it on a whim.
