Pretty sure the NFL has a list of music they have paid rights to play in their stadiums. I suppose local ownership/management could also license other ones if they are available.

I would assume with the amount of music they are pumping out during practices, games and other times, they probably just bought blanket licenses from the major licensing companies. It would be too expensive and too time consuming to find and acquire the rights to each individual song they play.
