I know he’s good and has been good returning punts but why do you have Tyler Lockett as a returner?!

You go with the steadiest hand. It's not an expendable role - you need a dependable player there, and Dallas is an idiot on punt returns.
Unfortunately, Tyler seems to no longer be a dependable player there, so they've got a new issue now.
