Suck for the #1 pick! Build a new roster that comprises players who signed to a contract with the Seahawks in the last 15 or so years who remained on the roster for a minimum of one full season who would most likely factor in a hypothetical 0-16 season. I'll start with a few I can think of off-hand.

QB:
RB/FB: Eddie Lacy
WR/TE: Jerramy Stevens
OL:
P/K:

MLB/OLB: Aaron Curry
DT:
DE:
CB: Kelly Jennings

Any All-Duds Seahawks list that doesn't have the name Fred Thomas on it is not the real list.

QB... Kelly Stouffer

In four years with the team he threw for 7 TDs and 19 INTs.

Given OP's last 15 years disclaimer I would have to go with Matt Flynn for QB. We paid him $1,000,000 per garbage time pass attempt. I'm not saying he's the worst QB to start a game in that time span, but I don't think anyone expected a lot of Charlie Frye or Charlie Whitehurst.

I'll tell you one reason why it's NOT Whitehurst "for sure" or even at all -

If Charlie Whitehurst doesn't beat the Rams 16-6 in week 17 of the 2010 season, the rams win the Division, and we don't go to the playoffs.

Without Charlie Whitehurst there is no huge upset of the defending champ Saints.

Without Charlie Whitehurst, there is no Beastquake.

I always like to reach way back to the name Nate Odomes when it comes to these type of lists. (EDIT: my bad for glossing over “the past 15 years” part). Our big FA signing from Buffalo back in the 90s. Dude blew out his knee during a pickup basketball game and never played a single down for the Hawks in 2 seasons!

Of course this reminds me of a much more recent one: Malik McDowell.

He is also responsible for the least entertaining game I've ever watched as a Seahawk fan. That 3-6 pukefest loss against the Browns in 2011.
