Penny's best chance to shine is in this system that he knows and has had success in. If he stays healthy and performs well, he gets paid, multi-year with guaranteed money, if not in Seattle, somewhere else. So I don't really see it as a "hometown discount" but rather as a well-thought-through decision by Penny that maximizes his career payday prospects.
For sure the Hawks will try to extend Penny with a multi-year deal if he has a full season that aligns at all with his last 5 games of last season. I think Penny appreciates and values that the Hawks kept sticking with him and giving him chances as he worked through the injuries.
