From seahawks.com (it''s at the end of the Marshawn Lynch story):

"The Seahawks also made an addition to their practice squad Tuesday, signing defensive tackle Shakir Soto. Soto came into the league as an undrafted free agent in 2017 with the Denver Broncos, and has since spent time with the Raiders and Cowboys."

So question: Are PS players brought in on a year-to-year contract, meaning in March they could all be cut?

I'm not sure, but I believe that is how it works. Once the year ends, they become free agents.

At least it seems they always have to sign all of them come September after the cutdown.

After season ends, they are free to sign anywhere --- but normally they re-sign back to same team. They are free agents 7 days after the team's last game. Last year Alex McGough elected to sign with Jacksonville after spending 2018 on the Seahawk's PS.
