Who are the players people think won't make the 53 and have a good chance to be snuck on the PS? The roster is so deep I expect a lot of waiver claims.

There's no need to waste the IR-DFR spot on Harvin when he's already on the PUP list; the IR-DFR needs to be saved for a player injured (or pretended to be injured) after the reduction to 53 players. Agreed, although I expect Harvin will be the IR-DR guy and Williams would just be IR and see you in 2014.

No, it does not come down to that at all in Harvin's case, because he's already on the PUP list which gives them the most flexibility for when he could come back, so he's already in the ideal place being on the PUP list. The IR-DFR decision comes down to (as you termed it) "which player they think has the best chance of coming back and contributing this season" amongst players who get injured after the cutdown to 53, which goes right back to my original post on the subject.
