When, in the judgment of the Referee, the level of crowd noise prevents the offense from hearing its signals, he can institute a series of procedures which can result in a loss of team time outs or a five-yard penalty against the defensive team.

That's the only reference I could find and it's buried under "Timing" in other words "delay of game" and it's a one sentence statement that doesn't go in to any of the typical legal-eez that many rules do and doesn't explain what "a series of procedures" exactly means... seems a little criptic to me... like something left over from the '80's they couldn't bring themselves to banish from the books completely...

As a Niner fan let me set the record straight. The person that started that petition does not represent true Niner fans. We don't care how loud Seattle's stadium is. The folks there in Seattle have a right be as loud as possible when they opposing teams offense is on the field.

i signed it 1, because thats the only way to make a comment. 2, it would be way more embarrassing for them if it got even a little attention.

From the petition: "places it in a third, unregulated, factor"

I thought this is what we call the referee.......

I agree. It's a bizarre rule because no where do they say what a "series of procedures" are. Do they make an announcement over the PA system? Inform the head coach so he can make an announcement to the crowd? It's weird, almost like a blue law.

But nevertheless, it does exist and the author is correct in pointing it out. It is something that should be struck if they don't want to enforce it, as they clearly have indicated that they don't and won't.

Everyone but Carlos is trolling. Carlos truly believe his Whiners have no chance to win in Seattle as if it's never happened before. I honsetly don't blame him either since he's probably never it.

Rumor has it that the architect of the new 49ers stadium is the same guy who developed the Clink, and is attempting to optimize crowd noise. Don't know if it's true, but it's funny to think about.

BTW, if a person is going to attempt a nation-wide petition, you'd think they might run it through Spell-Check. "Stiffle"???

I remember when the old excessive noise rule was implemented. It was a joke. In the pre season it was enforced as delay of game and the Kingdome crowd got louder when a penalty was called for it. I remember the camera zooming in on the ref who rolled his eyes as he threw the flag. They then allowed the QB to back away and stop the play clock. As the crowds got louder, the refs finally just told the QBs to snap the ball because stopping and backing off was just making it worse. The NFL then just started to ignore the rule which is why it still may be on the books.

Rancho Cordova is a suburb of Sacramento. This is definitely a 9er fan. My office is like 99% 9er fans and i hear this garbage all the time. If you don't like it, go to your home games and shout!

Also now that Crabtree is back, the 9ers are the greatest team in the NFL once again...

Why not just start a petition to force other fans to cheer as hard and as passionately?

Answer: Because it is easier to cry then to try.
