Some Qbs are good at sneaks, some are not. Shanahan said the 49ers did not even have a QB sneak in the playbook last year. Garoppolo missed a play call due to audio issues so called a QB sneak on the goal line to score a TD.

The thing that leaps out to me about that notion though is that it feels like teams aren't even testing to see whether any given QB is 'good' at it in a game situation. The extent to which inside zone is called over all other options combined makes it feel, to me at least, that it isn't simply a personnel issue, there's more going on cognitively in the mind of OCs and their HCs.
