The Mariners are the worst hitting team in baseball by overall team batting average and have scored the fewest runs in baseball by a fair margin. In other words, they can't hit and they can't score runs. They are absolutely horrible.
My point? You shouldn't be surprised when a starting pitcher pitches well against the Mariners. They all do.
Also, no. They aren't in cost cutting mode. Jerry Dipoto is just this bad at building a major league lineup. He's been running the team for 11 years now and the Mariners have been among the very worst hitting and scoring teams in baseball a large majority of the time he's been here. There have been 2 outlier seasons where the offense was pretty good, but otherwise they've been bottom 10 at best, and often among the very worst. This isn't cost cutting mode, it's just business as usual for Dipoto.
