That may be true. Last year, I found myself asking if the two starting guards could move and change direction well enough. I thought defensive stunts were effective against both of them. Outright misses and ineffectiveness at the second level were not uncommon. The coaches may very well go with new personnel at both guard positions.
Twenty percent of their offensive line starting snaps left for Chicago with Ifedi. Another 18% is missing with unsigned free agent Iupati. That's 38% of snaps from their starting lineup. Remove Fluker from the starting lineup and that's another 16% of snaps removed for a total of 54% of their 2019 snaps are then all gone. Plus the question at center.
What your describing is something that borders on that of a major rebuild. We could very well see that.
It's definitely crazy to change 4 out of 5 OL positions. Injuries has heavily factored into this. Iupati, Fluker, Brown, and Britt spent considerable time injured or playing with season long injuries (Brown had a biceps issue all season). Brown is irreplaceable. The rest really aren't. Jordan Simmons played well in Fluker's absence in 2018. Jones and Haynes played well last season. Hunt is serviceable backup. Pocic's natural position is center so he can compete there and has oline versatility playing guard. They added Ogbuehi, Finney, and Warmack. Not all will make the team but it is deeper now. Really how good have they really been? They are still in the bottom half of the league. So trying something different may be just what the doctor ordered.
