I believe you are dead wrong about that. Wet and cold (under 40 degrees) will likely be an issue. IIRC Brees is 2-6 under such conditions.

36 degrees is not that cold and there is very little chance at all of any precipitation. The biggest affect from bad weather on a passing game is the wind. That is a total non-factor tonight with max winds of 5 mph being forecast.

The one thing I would point out (and it seems a lot of people around the country have overlooked) is that the Saints are down in the secondary as well. Everyone focuses on the Hawks being without Browner (we've been without him since the Atlanta Game) and Thurmond ... but it seems like no one is talking about the fact that the Saints don't have Jabari Greer anymore. Check the forecast. Hardly any chance of rain during the game -20% changing to 0% during the game. Once again, if you feel like you need nature to assist then you are in trouble to begin with.
