When the cut down to 53 happens, 4+ year vets become UFAs and younger players are placed on waivers. Teams can bid on waived players prioritized by draft order. A team can not claim their own waived player until every other team has had a chance to claim him, this is called "clearing waivers". Once a team's player clears waivers they can be signed to the practice squad. Once a player is on your practice squad the only way they can be poached is if the other team puts them directly on their 53. If the poaching team wants to move them to their practice squad, they have to waive them and the process starts all over again.
Right, but does the team get notified if another team tries to take their practice squad player in order to elevate them to avoid being poached?

I think some of what's going on with the Rams fans, and correct me if I'm wrong, but the Rams front office traded away a pick to move up in the 5th to draft this guy.

So they look at it as being a real waste of two picks, not just one.

There's a slight (slight!) parallel with us spending $3 million to lock up MVS and then we waive him... it's a tiny piece of the cap, but it shows a lack of foresight. I know a few folks who were a bit surprised he was cut, given the signing bonus, but conversely, I really appreciate that our FO isn't afraid to cut bait and move on if they think that's the right call.
Definitely was a mistake in the end but, considering how we were looking at receiver BEFORE the draft…

Not optimum but, shit happens.

Yes, there's a mechanism, I believe a team makes a request on Tuesday to take a practice squad player from a team (and put them on their 53) and the team with that player has until Thursday to elevate them to the 53 or allow them to sign with the other team.

I think that's correct. It's a notification / 48 hours / gone sort of deal.

Awesome, don't want this kid to get poached from the Hawks if the team can help it
