With Bobo today and Cody White yesterday, and to a large extent Rashid Shaheed a couple weeks ago:

Are we making a concerted effort to maintain elite ST personnel as opposed to using developmental players and backups?

I don't have any info to back this up, but it seems different than years past...doesn't it? ...or is it just me? White and Bobo will be non-starter WR depth. When has JS signed a player like that so early? I'm not complaining. I'm merely trying to draw a conclusion from JS taking action i don't recall from the past. Additionally, Shaheeds contract seems like it's valued at as both a returner and #2 or #3 receiver, combined. ...seems like a higher priority, earlier than past off seasons.

Looking at the success of 25s ST, perhaps we're trying to keep that group's core together similar to the O and D. That's a new perspective from where I'm sitting but potentially a pretty big impact: multiple returners that scored last season, Dickson pinning opposition back (old news for him but still) and "sideways" kicks resulting in flubbed catches. Myers with 5 and 6 FGs in some games, kickers missing the landing zone trying to avoid teturns...probably other stuff I'm forgetting. Am I seeing this straight?

Well, IIRC we have the highest paid kickers in the league.
