On that PI call...Announcers I'm listening to said after the QB is out of the pocket a defender can push the receiver like that. Is that a true rule?

I was at the game and Sherm just decked a receiver on a pass play. We were all shaking our heads but it turned out Sherm knew the rule! No PI on that play. We caught a break.

I'm pretty sure the play you're talking about was a tipped pass. Balls tipped at the LOS take away all PI penalties. They should! But they don’t know the rule and they’re not taught it for some reason.So as soon as the QB leaves the pocket a defender and push a receiver to the ground or out of bounds? How is that a rule and why wouldn't every defender be told to immediately do that and eliminate all recievers?
