It did not.I wouldn't have called the roughing the passer call no matter who the qb is, but I've seen refs call it for less, including calling one a few weeks ago that benefited us that I wouldn't have called.
As for the OPI, it's impossible to tell by the video shown. I'm sure there's a better replay than the video shown. OPI is often not something you can see when following the ball.
