and he said my pants was low and he was like ‘pick your pants up before I take you to jail.’

That's the part I found interesting and kind of revealing about the cop.

Yea, dudes wearing their pants low is annoying to me, but insignificant. If the cop is bringing this up, he's looking to antagonize and start a confrontation.

What exactly did the officer arrest him for?

If those stories are true...that officer needs to be arrested and thrown in jail himself.
