Nice avoiding the question bro. Let me help answer it for you. Although they say "always compete" and everything is open. Not everything is open. They know what roster spots are open to competition, who they will remain patient with developing, etc. Not black and white like you describe, grey exists. Its possible Harper is in that grey, penciled in as their WR6 or WR7 (if they keep that many) and the only real competition was Williams vs Chop Chop.

This presumes that the "competition" is entirely based on pre-season game performance at WR, which I don't think is the case. We all know Pete puts a lot of stock in how much a guy can contribute to special teams. I'm also sure practice play, meeting room performance and general demeanor are also factored in. This is why Russell Wilson would never "lose" a competition to T-Jack, even if T-Jack maintained his absurd pre-season QB rating. Wilson will still have the edge on him in practice, in the film room and as a general leader. Pete pointed to all these attributes in Wilson when describing how he won the QB competition over Flynn. His epic 2012 pre-season just sealed the deal and made it a no brainer.

For the record, I'd still probably go with Williams over Harper, but I'm trusting the FO on this decision completely.
