Should Free Agency effect the Draft?

Just a thought experiment I had.

The draft order would go as usual, with the 1-32 placing ranked after the season and Super Bowl. However, the catch this time would be in Free Agency.

The team with the number one over all pick, say they have a high cap and use that cap to sign some superstar players or game changers or even spend a certain amount. Should that then effect their spot, moving from first to, say, 10th?

Teams in cap hell selecting in the end. Given that they can’t use FA as adequately, do they get bumped a few spots up in the order?

How does this change a teams outlook on FA and spending? How does it effect contracts and some of the mega deals we see?

Like I said, just a fun thought as I got ready to check out the combine today.

No, teams shouldn’t get draft credit for their cap situation. They are two different things.
