Offsides is not the same as a false start. A false start is an automatic penalty and cannot be declined. Offsides is a penalty that can be declined. If the penalty is declined, then play proceeds as if it never happened, the game would end.

After thinking about it, I do think you may be right, although I've never once seen it declined. I assumed when I wrote the post that because it was a pre-snap penalty that it just was automatic, but delay of game is also pre-snap and I have seen that declined when teams do it purposely to give their punter room to punt the ball trying to down it inside the 5 without going in the endzone.Technically, any/every penalty can be declined by the offended party.
