That is extremely strange with how rules are nowadays protecting QB's. You can't touch or land on him but horse collars, good to go.

I don’t understand how that’s even considered a horse collar? The rule was put in place to keep players from being dragged down from behind while running. Why would a player standing flatfooted with no risk of injury even be considered a penalty?
