I think the Holmgren's attractiveness to a team in such shambles like the Raiders would be more along the lines of a culture fix, rather than consultant or adviser.
Holmgren's GM/adviser/consultant track record is shaky at best. But as a coach hired to kick some ass and shape a team's culture into a top tier NFL franchise is very attractive to the Raiders. If he surrounds himself with amazing coaches, then I have no doubt he absolutely would work in Oakland.
But having said all this, I still think he only went down there as a courtesy to the Davis family and his buddy McKenzie.
